Following requests from our members for help, below are suggested answers to the BCC questionnaire on the Single
Status proposals. Some of the questions are requesting specific answers concerning your school. We have left these unanswered
as they will differ between schools. Comments are written in bold and italics.

SINGLE STATUS CONSULTATION PACKAGE QUESTIONAIRE
We hope you find the attached Single Status Consultation Package interesting.
We are very interested in your views and would ask if you could complete and return this form by 30 November 2008. The results of this consultation will then be tabulated and shared amongst all the
school community. The details in the package are proposals only at this stage
and that is why we need your views. We will want to amend the package in
the light of the views received. We will try to accommodate as many views as
possible subject to the constraints of available finance and relevant employment and education legislation. We are consulting with a wide range of audiences including Schools Forum, Governors, Headteachers, Trade
Unions and individual members of staff and it will therefore be difficult to accommodate all views in the final version that
the City Council will be recommending for adoption in schools.

1. Do you have staff who work a split shift?
(An example
of split shift is an employee working in the morning for three hours, having
a break and recommencing work at 4 pm for a further three hours).

2. Does your school have a medication policy?

All hours worked should be paid, in line with employment
law, these are employees not voluntary workers. Where there may be duties to perform at night, a sleep in allowance should
also be paid in line with other staff in BCC.

4. Do you employ HLTA’s?

7. SEN allowance is only paid to special schools, would you support
this being extended into mainstream schools?

Through the inclusion process there are large numbers
of pupils with SEN integrated into mainstream schools. Where a member of staff’s prime role is to support children with
special needs then it would be correct to pay the SEN allowance.

8. Under the Annual Leave pro-rata arrangements, some
employees
may experience a reduction in leave, and therefore in pay. The trade unions favour
protecting the pay. What is your view?

10. Lunchtime Supervisors accrue retainer pay during the
school
holidays, as do catering employees employed directly by the City Council, would you support ceasing such a payment for LTS?

This payment was introduced to retain the employment
of supervisors on low hours and therefore pay, the removal will result in losing staff and an inability to recruit into these
positions.

11. Education legislation broadly enables schools to set the pay of their staff. The trade unions have asked for school staff:
a) to
have a mandatory right to take any appeal against that grading to the City Council’s appeals process.
b) the
current proposal as set out in the proposed package is for governors to have the option to refer appeals for job evaluation
and be bound by the results.
Which
process would you prefer a) or b)?
Please
provide reasons if applicable.
The City Council are the guardians of the JE scheme,
they have the knowledge and expertise to deal with the appeals. Passing this responsibility to the governors of each individual
school will result in a lack of consistency and therefore fairness in the process. This will make a mockery of Single Status.

12. The trade unions have asked that the effective date for School Single Status be backdated to April
2007, similar to centrally managed staff and the national agreement. Implementation
is unlikely to take place before April 2009, it is proposed to backdate to April 2008 but with protection also starting in
April 2008. Backdating pay will have serious implications for schools when planning their budgets.

in line with the rest of the authority and the NJC national pay agreement.

Please let us know if you have any general comments on the package:
It is important
to treat schools staff equally with the rest of the authority.
Any reduction in pay or conditions for these staff
will result in a negative affect on the education of the children of this city. I am a GMB member and expect you to negotiate
with my elected representatives.
